		<description>&lt;a&gt;&lt;/a&gt;Well for MovableType you have a global setting which you can turn on and off and then you can change it per-post. I have it always on. But there are some people that don't like comments and don't even have those enabled. Some people also like to turn off comments on old archived posts for some reason. I like having comments so I'll probably have them on, but it comes down to a personal preference and I guess the tool makers are just giving their users the choice (which is always good).
